Just watched Cold War.High moral, realistic gunfights, rule of law. Even of the party wants to maintain control it still has to do it through the medium of moral behaviour and equality before the law.Even if it is propaganda it is normative so it creates an expectation that state employees should behaved well even if they often fall short.
